SHALOM ZONE COMMITTEE

Minutes August 26, 2002

Present:

Judy Wanned Chair

Linda Butler - Spirit of the Hills UMC

Jim Davis - Spirit of the Hills UMC

Jim Perdue Whitfield UMC

Chuck Wanned Whitfield UMC

The meeting was called to order at 6:53 p.m. by Chairperson Judy Wanned, and Jim Perdue opened with prayer.

Minutes Correction to minutes of 6-24-02: Under 1. Military Road garden, minutes should say, "for the Careys own use." The minutes were then reviewed item by item as the agenda for this meeting.

1. Training:

Scheduled for Saturday, Oct. 19, 10 a.m.-2 p.m. at Whitfield UMC. Ann Bacon will plan the program. We will arrange for lunch for 12-15 people, maybe: Mexican food by Manuel Tapia or Maria Gomez, or Guatemalan food. Jim Perdue will make the contacts. Judy is reading the book on "asset-based community development. Jim Davis could not find the training video "Community Development Library " in the on-line catalog of Iowa Religious Media, but he will keep looking.

2. Picnic:

Held on Sunday, July 28, 5:00 p.m., at Whitfield Church. It was fun. The door hangers (and visiting with people) were effective in bringing in some neighbors. Chuck will submit a bill for food.

3. Finances:

Judy asked about a report on finances. No report available. We do not have a treasurer. Our funds go through the books of Whitfield UMC.

4. Organization, By-Laws

We should work with Ric Olson to apply for $1500-2000 from the Pricilla Fund of the Iowa Conference to help with legal fees, etc., for us to get organized and incorporated. We need some specialized help: (a) an attorney to help with by-laws, (b) a CPA to set up our books, (c) a "visioning" consultant to help with the planning process, (d) an evaluator to set up an evaluation process.

The Hispanic Ministries also needs to get incorporated as a non-profit corporation. We discussed whether to have an umbrella organization (Community Ministries, Inc.) with Shalom and Hispanic Ministries as programs under it, or two separate corporations. Decided to have two separate incorporated groups but to go through parallel processes of incorporation, sharing resource persons and helping each other.

Jim Perdue outlined the process: (1) Write by-laws to clarify government, control, limits of authority, evaluation procedures, principles to be embodied in policies; (2) Write a Vision/Mission statement of where we want to be in 5 years; (3) Develop a strategic plan for the next 3-5 years to implement that vision; (4) Formulate annual goals with required resources; (5) Develop annual budgets for expenditures and income. Jim Perdue is to invite Ric Olson to an organization meeting of Shalom and Hispanic Ministries on Wednesday, Sept. 11 (or Sept. 4) at 6:30 p.m. at Whitfield UMC. Covered dish meal. We also need to begin to identify possible lawyers, CPAs, evaluators. Inez Dawes was suggested for visioning consultant.

5. Leadership Training Institute

Jim Perdue reported that he had applied to the Iowa Conference for $20K for 5 years to hire a ½-3/4 time community organizer to identify and train neighborhood leaders. Money would be handled by Shalom Inc. Participants would be recruited from various ethnic groups, reflecting this multi-ethnic community. Training would involve: 6 weeks of training, followed by a period for actually doing a community project, (such as, Shalom garden, community market, scouts), followed by another 6 weeks of advanced training.

6. Community Development Grant

Jim Perdue reported that a $10K grant might be available from General Board of Global Ministries for a person to work on womens issues, a need that has been identified by the Hispanic community.

7. Shed

Whitfield Trustees have been discussing the possibility of Shalom sharing a shed with the church. Trustees need to store a lawn mower during the summer, and a snow blower during the winter. We have 2 roto-tillers and assorted gardening equipment, and a water meter during the summer. If 8x10, need a city permit, so 8x8 size. To keep things clear, there should be a Letter of Agreement between us and the Trustees. Jim Perdue will set up a meeting with reps of Trustees. Jim Davis agreed to represent Shalom in that discussion.

8. Guatemalan Crafts

Linda announced that Luis and Juana Marcos will be selling crafts at the Thursday Community of Spirit of the Hills (4424 Ravine Park Drive) on Thursday, Sept. 12 at 6 p.m.

Adjournment - Meeting was adjourned at 8:09 p.m.

Respectfully submitted, Jim Davis, Secretary
